Holland Conservation Commission


Minutes of Commission meeting held on July 10, 2007.

Present:  Mary vandenBerg, Chairperson, Steven Anderstrom, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer.

7:00 p.m.  Chairperson called the meeting to order.

7:05 p.m.  No meeting was held on July 3, 2007 - Independence Day observance.

Old Business:
Mary vandenBerg reported that Joel Jette, builder, presented her with a Procedure Sheet for Dennis Schaeffer who wants to put in a log cabin at Map 22-A-6-11.  Having no conservation issues and having been previously presented, Mary vandenBerg signed the Procedure Sheet.

Steven Anderstrom reported having received a call from Lisa Boudreau regarding the right-of-way on addressStreetCraig Rd. and the work being done there by Gary Boniface of addressStreet11 Craig Rd.  In reviewing Mr. Boniface’s Order of Conditions, DEP File No. 184-180, it was noted that his Order of Conditions will terminate on August 3, 2007.  In order for him to receive a Certificate of Compliance the work must be completed by that date.  Motion was made that a letter be sent to Mr. Boniface alerting him of that fact and for him to appear at the HCC. All were in favor.

Mary vandenBerg requested that Agent Howard Fife visit 90 Maybrook Rd. to see if silt fences have been installed.

Members signed a Vendor Voucher paying $120.00 for the M.A.C.C. FY08 dues.

7:30 p.m.   The Public Hearing of a Notice of Intent for Alexander and Janice Puziak of addressStreet264 Mashapaug Rd. Map R-8-A-4, DEP File #184-0217 to install a holding tank was presented by Mark Farrell of Green Hill Engineering.  Following discussions all were in favor of closing the Hearing at 7:40 p.m.  A $50.00 check paying for the Legal Ad was presented.

7:50 p.m.  Richard Haller of addressStreet74 Sturbridge Rd. brought in pictures of the 3 trees he wants to remove and trim 1 tree that is in danger of falling into the lake for later removal in the winter.  He was issued a Procedure Sheet 2007-D that was signed by Mary vandenBerg.

8:00 p.m.  Andre Cormier, Jr. of Escape Estates representing Mr. Garrett of Lot 1 Mashapaug Rd. discussed his issues and was informed a Notice of Intent would be required.

We received a Forest Cutting Plan for addressStreet38 Sturbridge Rd. from Mr. Andre St. Laurent of addressStreetWales Rd.  Agent Howard Fife is to call Mr. Johnson, Forrester Agent, with our concerns of an intermittent stream on the property and drainage and erosion off the property.

8:20 p.m.  Mark Farrell of Green Hill Engineering represented the Stavola’s in response to our Enforcement Order regarding the catch basins at 2 Leisure Dr.  Following discussion, Mark Farrell agreed to empty the catch basins of sand/debris and will be inspected by Agent Howard Fife to determine if replacement is required.

Procedure Sheet 2006-1192 issued to Alfred and Darlene DePeau of addressStreet5 Shore Dr., Map R-01-A-06 wants to remove existing walls from store room, pour a frost/retaining wall, install column to create a car-port.  He was instructed to present us with a plan outlining his method of work and how he plans to protect the lake.

9:00 p.m.  Procedure Sheet 2006-1195 issued to James DeLisa of addressStreet38 Stony Hill Rd., Map R-35-C-09 wants to replace a timber retaining wall with landscape blocks on existing cement footing.  Motion was made to approve the project.  All were in favor.  Procedure Sheet was signed by Mary vandenBerg.

Motion to adjourn was made, seconded and approved by all. Meeting adjourned at 9:25 p.m.
